It in NOT DLC.
The only thing confirmed at this time is that it is a stand alone game with 8 new characters, and a better lobby system to be released in 2010.
You have to buy a brand new disc. Its not gonna come with the brand-new-game price tag though.
It is rumored that if you have the original game you will get a “treat” if you buy the updated version in 2010

full new game but at a lower retail price. 8ish new characters and some other crap and something special for those who already own sf4.

This will be a good add-on the animations for the clip itself make me want to start playing SF4 again <3
